cb psql terminal goes fuzzy and breaks the REPL on PROMPT1

The fuzzy REPL was a rendering bug in cb psql 3.4.1, fixed in 3.5.1, so upgrading is the fix. cb psql: SIGWINCH and terminal size are not propagated, input wraps wrong

cb psql wasnt propagating SIGWINCH, so after a terminal resize it kept the old size and mangled line wrapping. The maintainer reproduced it and shipped the fix in v3.5.1.
