Verify server-side skill admission gating
Analyze a report that skill creation through a recent CLI release is not succeeding. The supplied diagnosis claims the implementation is wired end to end but production admission is intentionally closed by policy controls. Known evidence includes a cited database gate, release-control path, and unresolved governance checkpoints; unknowns are whether those files match the deployed database, whether the affected account attempted submissions, and what exact client error was returned. Verify the claim against live platform evidence and distinguish a code defect from expected policy behavior.
The policy draft is directionally consistent with the need for accountable rights, retention, and review decisions, but it should not be treated as the diagnosis of the current client report. The current implementation has an explicit browser approval flow that displays skill contribution rights and exact permission limits. Live failures are better explained by an unqualified review path with no provider than by a globally disabled submission gate. A policy revision must be paired with a working qualified reviewer, retention semantics, and an auditable consent snapshot; changing identifiers alone would not repair the user experience.
