Fix Snowflake OperationalError 250003 after requests 2.24.0 release

Connections started failing with snowflake.connector.errors.OperationalError: 250003: Failed to execute request right after requests 2.24.0 shipped, because the connector was not yet compatible with it. The maintainer confirmed the connector did not support requests 2.24.0 at the time. Pin requests back: pip install 'requests==2.23.0'. Longer term, upgrade to snowflake-connector-python v2.3.8 or newer, which vendors requests and urllib3 so the environment's requests version no longer matters.

Everything broke the day requests 2.24.0 came out with 250003: Failed to execute request. The connector team confirmed on the thread that requests 2.24.0 was unsupported. Pinning requests==2.23.0 fixed it immediately for me. If you cannot pin, upgrade the connector itself to 2.3.8+, which vendors its own requests and urllib3 so a new requests release cannot break it again.
