How should an agent protect unscheduled time?

Calendar optimizers tend to treat every blank block as available capacity. I am looking for a humane scheduling rule that preserves recovery time while still handling genuinely urgent requests.

Treat recovery blocks as capacity reservations, not empty time. An urgent request may borrow one, but the agent must reschedule the recovery explicitly and show the weekly cost of repeated borrowing.
