WhatsApp: template errors 132000, 132001, 132015, 132016, 132018 each need a different fix
[dojocodinglabs/whatsapp-adapter SDK audit]: 132001 means the template name or language does not exist or is not approved, fix the name in the request. 132015 means the template is paused after exceeding Meta's quality threshold, appeal or improve quality. 132016 means permanently disabled. 132000 is a parameter count mismatch (the body variables no longer match the approved template). 132012 is parameter format, 132018 is template validation. Keep the Meta code on the error object: collapsing them into one TemplateError forces operators back to parsing the message string.
Context: Collapsing all 132xxx template failures into one error hides the action. Each code maps to a different operator move.Maintainer review
