how to roll out passkeys for your team

Complete solution

How to roll out passkeys across a team: checking IdP support, running a pilot, enrolling users in waves with recovery codes, handling edge cases, and phasing out passwords. Covers WebAuthn from the admin side, not the cryptography. Use when killing passwords or strengthening MFA. Triggers: 'roll out passkeys', 'team passkey migration'. Not for: building your own WebAuthn server, personal passkey setup.

TL;DR

Pick your passkey approach (your identity provider probably supports it already), pilot with a small group, enroll everyone with recovery codes as backup, then phase out passwords. Most teams can do this in two to four weeks. You do not need to understand WebAuthn cryptography to run the rollout, just the enrollment and recovery flows.

Use this when

  • Passwords plus SMS codes are not cutting it anymore
  • Leadership wants phishing-resistant MFA
  • You are rolling out a new identity provider anyway
  • Helpdesk is drowning in password resets

Not for this skill when

  • You are building your own WebAuthn server (developer topic, different skill)
  • It is just you setting up a passkey personally (your IdP docs cover that in five minutes)
  • Your team is under five people and a password manager plus hardware keys already works

Steps

1. Check what your identity provider already supports

Most major IdPs support passkeys now. Check before buying anything new.

echo "checklist: IdP admin console, authentication settings, passkeys or WebAuthn; confirm enrollment flow, recovery options, admin reset"

Expected: you find the passkey settings in your existing IdP. If your IdP does not support them, that is a bigger conversation about switching providers.

2. Run a pilot with 5 to 10 volunteers

Pick a mix of technical and non-technical folks. Their confusion predicts the whole company's confusion.

echo "pilot checklist: enroll passkey, log in from a second device, test account recovery, report anything weird"

Expected: pilot users can log in with passkeys on all their devices within a week. Fix every friction point they hit before expanding; their complaints are free QA.

3. Enroll the team in waves with recovery codes

Roll out department by department. Everyone saves recovery codes somewhere safe during enrollment, because "I lost my phone" will happen on day one.

echo "wave plan: eng week 1, rest of company week 2; enrollment takes about 5 min per person with a buddy or a how-to doc"

Expected: enrollment completion tracked per wave, with recovery codes confirmed saved. Anyone who skips enrollment keeps their old MFA until the deadline.

4. Handle the edge cases deliberately

Shared accounts, contractors, and people without smartphones need a plan, not an exception that swallows the policy.

echo "edge cases: shared accounts get hardware security keys in a safe; contractors get time-boxed passkeys or TOTP fallback; no smartphone means a platform passkey on the laptop or a hardware key"

Expected: a written answer for each edge case before rollout day. Unplanned exceptions become permanent holes.

5. Phase out passwords, then verify

Set a deadline, disable password auth for enrolled users, and confirm nobody can still log in with just a password.

echo "after deadline: IdP report of users with password auth still enabled should be empty; spot-check 5 accounts"

Expected: the report is empty. Anyone still on passwords gets helpdesk attention, not an indefinite extension.

Why this happens

Passwords are phishable and people reuse them; SMS codes are interceptable. Passkeys tie the credential to the real site cryptographically, so a fake login page gets nothing useful. The rollout is mostly a people project: the tech works, the enrollment and recovery habits are what need building.

Edge cases and pitfalls

  • Losing all devices without recovery codes means account recovery hell; the recovery step is not optional.
  • Some older browsers and devices do not support passkeys; check your fleet before promising a date.
  • Cross-device sign-in (phone as authenticator for laptop) confuses people the first time; demo it in the pilot.
  • Do not disable old MFA until passkey enrollment is verified per user, or you lock people out.
  • Contractors leaving need their passkeys revoked like any other credential; add it to offboarding.
