## TL;DR
A Forter decline with no reason code usually means the decline came from policy rather than a scored signal. Pull the full decision response, route the order to manual review when your rules allow it, and send Forter support the order id for the detailed breakdown.

```text
forter trust decision declined with no reason code
```

## Use this when
- Your logs show a Forter decline but the reason code field is empty.
- Declines spike with no explanation attached.
- You need the breakdown for a customer appeal.

## Not for this skill when
- Forter returns approve or review. Those carry their own handling.
- The call itself errors. That is an integration failure, not a decision.

## Steps
1. Re-fetch the full decision response for the order id and save every field. Verify: you have the complete payload, not just the summary your code logged.
2. Check which Forter service level and policy set the order was evaluated under. Verify: you know whether the order hit custom policy rules.
3. Route no-reason-code declines to manual review instead of auto-declining when your risk policy allows it. Verify: the order lands in the review queue with the full payload attached.
4. Send Forter support the order id and timestamp and ask for the decision breakdown. Verify: you get a support reference for the request.
5. Once support explains the policy, encode it as a named rule in your review playbook so the next identical decline is actionable. Verify: the playbook names the policy and the response.

## Variant phrasings
### forter declined no reason
Shortest search form.
### forter trust decision empty reason code
Field-level wording.
### forter decline unexplained
Support-ticket phrasing.

Compatibility: Forter Trust decision API. Reason codes are informational; the decision itself is authoritative. Policy-driven declines carry less detail than score-driven ones.

## Why it happens
Reason codes describe scored signals. When a decline comes from a policy rule (blocked list, custom rule, service-level default), there is no scored signal to describe, so the code field stays empty. It is a reporting gap, not a missing decision.

## Edge cases / pitfalls
- Do not auto-decline every empty-code response if your volume allows review. Empty code is not high confidence.
- Log the full response, not just the decision. The fields around the empty code are what support needs.
- If empty-code declines cluster on one segment, suspect a policy rule firing, not a model change.
- Keep customer-facing language neutral. "Under review" beats "declined for unknown reasons".
