## TL;DR
Compelling Evidence 3.0 lives or dies on the prior transactions. Visa wants at least two prior undisputed transactions from the same cardholder with matching core data elements, an IP address, device, email, or account identifier in common, aged inside the allowed window and not themselves disputed. A submission built on one prior sale, a disputed prior sale, or transactions sharing no element will be rejected no matter how fraudulent the disputed charge looks. Rebuild the submission around qualifying priors and show the element match explicitly.

```
## Use this when
- A Visa reason code 10.4 dispute submission under CE 3.0 was rejected.
- You have repeat customers and want to use CE 3.0 systematically.
- The prior transaction you cited was itself disputed, refunded as fraud, or too recent or too old.
## Not for this skill when
- The cardholder has no prior undisputed history with you. CE 3.0 has nothing to attach to; fight with standard evidence instead.
- The dispute is not in a CE 3.0 eligible category. Check eligibility before assembling elements.
## Steps
1. Pull the cardholder full transaction history and filter to undisputed, settled transactions inside the CE 3.0 lookback window. Verify: you have a candidate list of qualifying prior transactions.
2. For each candidate, record the core data elements you hold: IP, device identifier, email, shipping address, account login, and keep only transactions sharing at least one element with the disputed transaction, ideally two or more. Verify: at least two priors remain with documented element matches.
3. Assemble the submission showing the disputed transaction and the priors side by side with the matching elements highlighted in the narrative. Verify: a reader can verify each match without hunting through attachments.
4. Submit through your processor CE 3.0 flow before the deadline and save the acceptance confirmation. Verify: the processor confirms a complete CE 3.0 submission.
5. Instrument checkout and accounts to retain the core elements on every transaction so future CE 3.0 cases assemble in minutes. Verify: a sampled new transaction stores all elements your submission used.
Compatibility: Visa CE 3.0 through Stripe, Adyen, and other processors that support the program. Element and window rules follow the current Visa core rules; confirm the window in your processor CE 3.0 guide since Visa updates criteria.
## Why it happens
Merchants hear CE 3.0 as show the customer bought before, and submit any prior order. Visa rule is narrower: the priors prove the disputed transaction used the same footprint as established legitimate activity. A prior with a different device, different IP geography, and a different email proves nothing, and a disputed prior undermines the logic entirely.
## Edge cases / pitfalls
- Refunded as duplicate or service issue is not the same as disputed, but document why a refunded prior is still safe to cite or pick another.
- Subscription renewals create clean prior chains. Merchants with accounts and logins have the strongest element matches.
- Do not manufacture element matches by merging data across different customers at one address or office IP. That misrepresentation risks program removal.
