## TL;DR

The virtual card was declined because the merchant's category code (MCC) is blocked by the card's spend policy: the policy explicitly forbids that category. Check the decline's MCC, compare it against the policy attached to the card, and either adjust the policy to allow the category or issue the purchase on a card whose policy permits it. The decline is policy enforcement, not a funds problem.

```text
ramp virtual card declined: merchant category code blocked by policy
```

## Use this when

- Ramp virtual card declined with a merchant category code policy block
- A purchase works on one card but not another
- You manage Ramp spend policies

## Not for this skill when

- The card is declined for insufficient funds
- The card details were entered incorrectly
- The merchant does not accept the card brand

## Steps

1. Read the decline details to get the merchant category code.
   Expected: You know which category was blocked.
2. Open the spend policy attached to the virtual card and find the blocked categories list.
   Expected: You confirm the policy blocks that MCC.
3. Decide: allow the category in the policy (if legitimate) or keep the block.
   Expected: The policy decision is explicit.
4. If allowed, update the policy and retry the purchase; if not, use a card with a permissive policy.
   Expected: The purchase goes through on a correctly-policed card.
5. Document the exception so the next similar purchase does not surprise anyone.
   Expected: The policy intent is recorded.

## Tool compatibility

Ramp virtual cards and spend policies; MCC blocking is enforced at authorization time.

## Variant phrasings

### ramp card declined mcc blocked

Short form of the policy decline.

### ramp virtual card policy category block

The policy-configuration angle.

### ramp spend policy allow merchant category

The fix action as a phrase.

## Why it happens

Ramp's virtual cards exist to enforce spend policy at the point of purchase: each card carries rules about allowed merchant categories, and the network checks the MCC on every authorization. When the MCC is on the block list, the authorization is declined before funds are even considered. This is the control working as designed. The fix is a policy decision (allow the category or route the purchase to a different card), not a technical retry.

## Edge cases / pitfalls

- MCCs are assigned by the merchant's acquirer and can be surprising (a SaaS vendor coded as something else); verify before changing policy.
- Policy changes apply to future authorizations; the declined attempt stays declined.
- Overly broad MCC allows defeat the purpose of the virtual card; prefer narrow exceptions.
