The error

- List the operations:
az deployment operation group list --resource-group [rg] --name [deployment-name]. Expected: the failed operation shows a status of Failed with an error object. - Read the inner error code and message. Expected: something specific like InvalidTemplateDeployment, SkuNotAvailable, or a nested template failure.
- If it is a nested template failure, drill into the nested deployment the same way. Expected: each level gets more specific until you hit the actual resource error.
- Fix the inner cause and redeploy. Expected: the deployment succeeds.
- For Packer Azure builds hitting this on VM creation, check the build's SSH and WinRM settings first. A VM that provisions but never becomes reachable fails the deployment this way. Expected: fixing connectivity lets the build finish.
When to use this
- An agent sees DeploymentFailed with the "list deployment operations" hint.
- Packer, Bicep, or ARM template deployments that die without a clear reason.
When NOT to use this
- InvalidTemplate or template validation errors. Those never start deploying.
- "Terminal provisioning state 'Failed'" on a single resource. Same family, but that message points at the resource directly.

Root cause
ARM aggregates child operation results. When any child fails, the parent reports this generic message and points you at the operations list. The Packer issue that surfaced this exact error was a VM that failed to become reachable over SSH: the deployment wrapper said nothing useful, the operations list showed the VM provisioning failure.
Edge cases
- Very long operation lists get truncated in the portal. The CLI shows everything.
- A failed "validate" step inside a nested deployment can masquerade as a deployment failure. Check the nested deployment's own operations.
