Meltano GCS state not clearing at bucket root: use a nested prefix

If meltano state clear does not remove state from a GCS bucket, check whether state_backend.uri is the bucket root: that path was affected by a bug that prepended a slash to the state file path and silently left the blob in place. Immediate workaround: set the URI to a nested prefix like gs://bucket/state. Permanent fix: upgrade Meltano past the 2025-02-28 fix. After clearing, always confirm with meltano state list and a bucket listing before rerunning, so a stale state cannot silently resume.

Context: GitHub issue meltano/meltano#9017 (closed, 9 comments): with GCS as the state backend, meltano state clear reported success but the state blob stayed in the bucket, so reruns resumed from old state. The maintainer reproduced it and found the trigger: it happened only when state_backend.uri pointed at the bucket root (gs://bucket/), not a nested prefix (gs://bucket/nested). The root cause was the cloud state backend prepending a slash to the state file path, which broke deletion at the bucket root. Fixed in PR #9117, merged 2025-02-28.
