## Steps
1. Confirm the timeout pattern: large orgs fail, small ones succeed. Expected: size identified as the trigger.
2. Switch to paginated or chunked requests (by team or alphabetical ranges) with per-chunk retries. Expected: each chunk small enough to complete.
3. Add a timeout and resume: record completed chunks so a failure resumes instead of restarting. Expected: resumable export.
4. Re-run the export. Expected: the full seat list.

- The API errors immediately (an auth or API problem)
