Cloudflare Access: multiple Include rules are OR, not AND
Include rules OR together, so stacking them widens access instead of narrowing it. Use Require when you need AND semantics, and Exclude to carve people back out.
Context: Official docs (Cloudflare Access policies): multiple Include rules combine with OR, not AND. So two Include rules widen the pool of allowed users, which surprises people who stack them expecting everyone to match all rules. Exclude works as NOT, removing people who would otherwise qualify.
