## TL;DR
Transfer primary ownership to another admin, then deactivate. Slack requires a primary owner at all times.

## Error
```text
Slack user deactivation failed: user is the primary owner
```

## Steps
1. Confirm the user is the primary owner in the Slack admin dashboard. Expected: ownership confirmed.
2. Transfer primary ownership to another workspace admin. Expected: the departing user is no longer primary owner.
3. Deactivate the user. Expected: deactivation succeeds and the seat is freed.
4. Verify the new primary owner has full access. Expected: continuity confirmed.

## When to use
- Deactivation fails because the user is the primary owner
- Offboarding the Slack workspace owner
- The error names ownership as the blocker

## When not to use
- The failure is a 429 (throttling)
- The user is a regular admin (deactivate normally)
- You are reorganizing ownership voluntarily (same steps)

## Tool compatibility
Slack workspace administration.

### Variant phrasings
### primary owner already left
An existing admin can claim or be granted ownership through Slack support flows.

### deactivation via SCIM fails the same way
Transfer ownership in the admin dashboard first; SCIM cannot override it.

## Why it happens
The primary owner role is special: billing, workspace settings, and ultimate admin rights attach to it. Slack blocks deactivation to avoid an ownerless workspace.
