## TL;DR

The agent compared on-demand instance prices across regions and picked the cheapest compute, but cross-region data transfer (replication, user traffic, backups) can exceed the compute savings. Recompute the total cost of ownership per region: compute plus data transfer in and out plus any transfer-dependent services. The cheapest instance price is not the cheapest region.

## Error

```text
agent compared on-demand prices across regions without the data-transfer cost
```

## Steps

1. Quantify the cross-region data flows: replication volumes, user-facing egress, and backup traffic. Expected: the monthly transfer gigabytes per flow are known.
2. Price the transfer with the region-pair data-transfer rates. Expected: the transfer cost per region option is computed.
3. Add transfer to the compute comparison for each candidate region. Expected: the total cost per region is visible.
4. Check latency and compliance constraints that may rule out regions regardless of price. Expected: the viable set is defined.
5. Recommend the region with the lowest total cost among viable options. Expected: the recommendation includes the transfer math.

## When to use

- A region comparison ignores data-transfer costs.
- Replication-heavy workloads are being moved.
- Validating a cross-region migration recommendation.

## When not to use

- The workload has negligible cross-region traffic.
- Data residency fixes the region regardless of cost.
- The comparison already includes transfer.

## Tool compatibility

AWS, GCP, Azure region pricing (current 2026 releases). Applies to migration-recommendation agents.

### Variant phrasings

### cheapest compute region isn't cheapest overall

Add data-transfer pricing to the comparison.

### cross-region move saved compute, lost on transfer

Total cost of ownership includes the network.

### replication costs dwarfed the instance savings

Price the data flows before recommending the move.

## Why it happens

Instance prices are the most visible number in cloud pricing, and data-transfer pricing is buried in a separate table with region-pair granularity. Agents that compare the visible number miss the hidden one, and transfer is often the larger cost for data-heavy workloads. Total-cost modeling forces both numbers into the same equation, which is where the real ranking emerges.
