Solution skill

safelinks blocked this page" false positive on legitimate vendor portal

Version 1

Complete solution

Resolves a Safe Links false positive blocking a legitimate vendor portal, by verifying the portal and adding a scoped exception. Use when Safe Links blocks a real vendor page users need. Not for portals whose content or ownership cannot be verified.

TL;DR

A false positive block usually means the vendor page tripped a heuristic: a redirect chain, a login form on a new domain, or a shared hosting reputation problem. Do not react by disabling scanning. Verify the portal independently through the vendor, check what the block verdict is based on, submit it for reanalysis, and if access is urgent add a narrow do-not-rewrite or allow entry for the exact domain with an expiry and an owner.

"safelinks blocked this page" false positive on legitimate vendor portal

Use this when

  • Users see the Safe Links blocked page for a vendor they legitimately use.
  • The same vendor portal opens fine outside your tenant controls.

Not for this skill when

  • The portal was genuinely compromised. Keep the block and escalate with the vendor.
  • All external links are blocked. That is a policy outage, not a single false positive.

Steps

  1. Record the exact blocked URL and the verdict or reason shown, plus a screenshot from the user. Verify: the block target and stated reason are captured.
  2. Verify the portal through an independent channel: the vendor contract contact or a known vendor page linking to it, never by trusting the blocked link itself. Verify: the domain is confirmed as the vendor real portal.
  3. Submit the URL to the vendor of your mail platform for reanalysis as a false positive. Verify: the submission is logged with its reference.
  4. If business need is immediate, add the exact domain to the do-not-rewrite list or tenant allow list with an owner and a review date. Verify: the exception is narrow and time-boxed.
  5. Have a user retry after the change or reanalysis. Verify: the portal loads through Safe Links, and the exception is recorded for review.

Variant phrasings

safelinks blocked legitimate site false positive allow

The false positive handling variant.

submit url false positive defender safe links

The reanalysis submission variant.

Compatibility: Defender Safe Links and tenant allow list, gateway URL allow processes.

Why it happens

Scanners judge pages by behaviour and reputation signals that legitimate portals also produce: credential forms, redirects and fresh domains are normal for a new vendor service. The false positive is the cost of the heuristic, managed by verification and scoped exceptions rather than blind trust.

Edge cases / pitfalls

  • Never allow a URL shortener or a whole shared hosting domain as an exception. Allow the vendor registrable domain only.
  • Exceptions without expiry become permanent holes. Review them quarterly.
  • If several users hit the block, communicate once centrally so the helpdesk does not create separate ad hoc exceptions.
