[Jay Blanchard (accepted answer)] We continued to research and set up a support request (unanswered) with AWS for why GPG started failing in Dockerfiles in CodeBuild. All of the testing mentioned led to one conclusion, GPG calls worked properly from the command line on an EC2 instance and within a Docker container on that instance.
