## TL;DR
User removal in Atlassian Cloud requires organization administrator rights, and the deprovisioning identity does not have them. Grant the org admin role to the provisioning service account, or run the deprovision as an org admin, then retry.

```text
"Atlassian Access deprovision failed" org admin required
```

## Use this when
- Atlassian user deprovisioning fails citing org admin requirements.
- The provisioning connector was set up by someone who later left.
- The error is a clean permission denial, not a data error.

## Not for this skill when
- The failure is on the IdP side. Fix the IdP deprovision first.
- The user is a site admin. Site admin and org admin are different roles.
- The account does not exist in Atlassian. Then there is nothing to remove.

## Steps
1. Confirm the error names permissions as the cause. Verify: it is not a data problem.
2. In Atlassian admin, check the service account's current role. Verify: you see what it actually holds.
3. Grant organization administrator to the service account. Verify: the role is assigned.
4. Retry the deprovision. Verify: it succeeds.
5. Confirm the user is removed from the organization. Verify: they are gone, not just deactivated.

## Variant phrasings
### Atlassian deprovision permission
The cause-first phrasing.
### org admin required error
The message-first search.
### cannot remove user Atlassian
The plain-English phrasing.

Compatibility: Atlassian Cloud organization administration with Atlassian Access.

## Why it happens
Removing users from an Atlassian organization is a privileged operation reserved for org admins. Connectors set up with lesser roles, or service accounts whose admin owner left, hit a clean permission denial.

## Edge cases / pitfalls
- The service account's admin grant vanishing when its owner is offboarded; tie the grant to a role, not a person.
- Site admin versus org admin confusion: site admin is not enough.
- The grant needing approval in some orgs; factor the wait into offboarding SLAs.
- Managed accounts versus unmanaged accounts having different removal paths.
