Separate it from 131049 (frequency cap, wait hours not seconds) and from 131031/131048 integrity and spam-rate codes. Also parse the user_preferences webhook field, which carries stop and resume values, and feed it into the same registry. Meta now enforces WABA-level penalties for excessive 131049 retries, so the opt-out path is the load-bearing part of compliance.
Context: Meta sends 131050 when a user opts out of marketing messages. Retrying is worse than useless: it feeds spam-rate enforcement.
