## Steps
1. Confirm the user holds the super admin role in the Admin console. Expected: the role confirmed.
2. Assign super admin to another trusted admin if this user is the only one; Workspace requires at least one. Expected: admin continuity preserved.
3. Remove the super admin role from the departing user. Expected: the user is a normal user.
4. Remove the license and complete the offboarding. Expected: the license is freed.

- License removal fails because the user is a super admin
- Offboarding an IT admin
- The error names the admin role as the blocker

## When not to use
- The block is incomplete data transfer (finish the transfer)
- The user is not an admin (a different problem)
- You want to keep the admin (then keep the license too)
