Solution skill

Organization policy constraint violated" when deleting a project that still has spend

Version 1

Complete solution

Fixes GCP project deletion blocked by an organization policy constraint. Use it when deleting a project fails with a policy violation while spend is still accruing. Key trigger: the full error names the exact constraint, and only an org policy admin can grant an exception.

TL;DR

Read the full error to name the violated constraint, stop the spend by unlinking billing, then get the org policy admin to grant an exception or remove the block. Deletion stays blocked until the policy allows it, and the meter keeps running meanwhile, so cut billing first and argue policy second.

The error

Organization policy constraint violated

Fix it

  1. Read the complete error message and note the exact constraint name (it appears as constraints/[name]) and the resource it was violated on. Expected: you can name the specific constraint instead of guessing.

  2. Check for liens, which block deletion independently of policy: list liens on the project and have the lien originator remove any that are stale. Expected: no active liens, or a clear owner to contact.

  3. Stop new spend now: gcloud billing projects unlink [PROJECT_ID] Expected: the project shows billing disabled; already-accrued charges remain but nothing new accrues.

  4. Ask the organization policy administrator for an exception on that constraint for this project, or have them adjust the policy. Expected: the admin confirms the exception.

  5. Delete the project: gcloud projects delete [PROJECT_ID] Expected: the project enters the 30-day soft-delete window.

Use this when

  • Project deletion fails with an organization policy violation
  • A project with active spend needs to be shut down but policy blocks deletion
  • An agent's cleanup run reports policy-blocked deletions

Not for this skill when

  • The block is a lien, not a policy (remove the lien; no policy change needed)
  • The project is a folder parent or has other structural blocks (resolve the hierarchy first)
  • You only want to stop the spend (unlink billing and shut down resources; deletion is optional)

Variant phrasings

  • cannot delete GCP project org policy
  • constraints violated deleting project
  • project deletion denied by organization policy
  • remove lien blocking project deletion

Why it happens

Organizations set policy constraints as guardrails, and project deletion is destructive enough that many orgs deny it outright or require exceptions. The error names the constraint because the fix is policy-scoped, not project-scoped. Spend is a separate axis: deletion never refunds accrued charges, and the meter runs until billing is unlinked, which is why the two problems arrive together.

Edge cases

  • Deleted projects soft-delete for 30 days and can be restored; the spend stops at deletion time
  • Some constraints are inherited from the organization or folder; the exception must be granted at the right level
  • Service accounts running cleanup need both the policy exception path and resourcemanager.projects.delete permission
  • If the project holds data with retention requirements, deletion may be blocked by design; archive first
