## Steps

3. Assign the prerequisite SKU to the user. Verify: the base plan shows as active.
4. Retry the service plan assignment. Verify: it succeeds.
5. Confirm the service itself activates for the user. Verify: the feature works, not just the license record.

## Why it happens
Add-on plans depend on base plans, and Entra enforces the dependency chain at assignment time. The error is the dependency check doing its job, not a bug.

- The plan disabled at the tenant level, which reads like a per-user failure.
- Trial SKUs satisfying the prerequisite temporarily, then expiring and breaking the add-on.
- The prerequisite present but its own service plan disabled in license options.
