Solution skill
how to debug Terraform apply hanging on resource creation
Complete solution
Debugs Terraform applies that hang indefinitely on a resource. Use when apply stalls with no progress, when a specific resource never completes, or when you need to tell a hang from slowness. Covers diagnosis before destructive recovery. Not for plan errors or state locks.
TL;DR
A hanging apply is Terraform waiting on a cloud API that never returns: the resource is stuck provisioning, not Terraform being slow. Identify which resource is stuck, check its state in the cloud console directly, then decide: wait (some resources legitimately take 30+ minutes), taint and replace, or carefully interrupt. Never kill the process mid-apply without understanding state first.
The query
how to debug Terraform apply hanging on resource creationUse this when
- terraform apply stalls on a resource with no progress
- The same resource hangs on every run
- You need to distinguish slow from stuck
- Deciding whether to interrupt an apply
Not for when
- Plan-time errors (those fail fast, different topic)
- State lock errors (also fail fast)
- Slow but progressing applies
Steps
Step 1: Identify the stuck resource and how long it has waited
Terraform's output names the resource it is waiting on. Note the elapsed time. Some resources (databases, managed Kubernetes clusters) legitimately take 20-40 minutes; 10 minutes on a security group is a hang. Expected output: the stuck resource named, with elapsed time compared against its normal creation time.
Step 2: Check the resource in the cloud console directly
Look at the actual resource state in the provider's console or CLI. Often the resource exists but is stuck in a transitional state (creating, modifying) with an error the API did not surface to Terraform. Expected output: the real status of the resource, which Terraform's wait loop may not show.
Step 3: Check provider and Terraform logs
Enable debug logging to see the API calls Terraform is making and what they return. Repeated identical calls with no progress confirm the hang is in the provider's wait logic, not in your configuration. Expected output: the API call pattern: polling forever, erroring silently, or waiting on a condition.
Step 4: Decide: wait, taint, or interrupt
If the resource is progressing (just slow), wait. If it is errored in the console, taint it and let the next apply replace it. If you must interrupt, do it gracefully (one interrupt, let Terraform stop cleanly) so state stays consistent. Expected output: a deliberate decision with the state implications understood.
Step 5: After recovery, reconcile state
After interrupting or replacing, run plan to see what Terraform thinks exists vs what actually exists. Import or remove from state as needed so the next apply starts from truth. Expected output: a clean plan with no surprises; state matches reality.
