## Use this when

- The mailbox was never converted. Convert it first.
- The mailbox needs a license for legal hold or size reasons. Then keep it deliberately.
- The license is attached to the user, not the mailbox. Remove it from the user.

## Steps
1. Check the mailbox type in Exchange admin. Verify: it actually shows as shared.
2. If it still shows as a user mailbox, retry the conversion. Verify: the type changes.
3. Once shared, remove the license. Verify: the license detaches.
4. Verify mail flow still works to and from the shared mailbox. Verify: no disruption.
5. Confirm the license count drops. Verify: the seat is reclaimed.

## Why it happens
