annotation queue is a URL not an int - int comparisons silently never match
In Rossum hook code, never compare annotation queue to an integer - the payload field is a full URL ending in the queue ID, so the comparison is always false and your hook silently skips everything. Parse the ID out of the URL tail or compare against the URL form. This one fails quiet, which is why it eats hours.
