Solution skill

sanctions list update missed: screening ran against stale list

Version 1Sign in to save

Complete solution

Fixes sanctions screening that ran against an outdated list: forces a list refresh, verifies the loaded list version, rescreens the exposed window, and alerts on failed updates. Use when a vendor or internal list update was missed or silently failed. Not for matching quality problems, where the list is current but the matching logic misfires.

TL;DR

Screening is only as good as the list version loaded, and list updates fail quietly: a vendor feed hiccup, a rejected file, a job that errored on a holiday. Find the version your screening actually used, compare it with the current published OFAC and vendor lists, run the update, and verify the new version in the screening tool itself, not just in the job log. Then rescreen every payee and transaction screened during the stale window and hold anything that matches the updated list for compliance review.

Use this when

  • A list update job or vendor sync shows a missed or failed run.
  • Your screening tool reports a list version older than the current publication.
  • An audit or a bank partner asks which list version screened a given date.

Not for this skill when

  • The list is current and a true match was missed by fuzzy matching. That is matching configuration, not freshness.
  • A single payee was never screened at all. That is a coverage gap in your onboarding flow.

Steps

  1. Read the list version and load timestamp from inside the screening tool or its admin console for OFAC and each vendor list you use. Verify: you have the actual loaded version, not the job schedule claim.
  2. Compare with the latest published versions and run the update manually if you are behind, watching it complete. Verify: the tool reports the current version loaded with a fresh timestamp.
  3. Define the stale window from the last good load to the fix, and rescreen all payees, vendors, and transactions first screened in that window. Verify: the rescreen completes with a count matching the window population.
  4. Route any new matches from the rescreen to compliance with the stale list context noted, and pause payouts for confirmed matches per procedure. Verify: each new match has a compliance decision recorded.
  5. Alert on update failure and on version age: if the loaded version ages past your threshold, page the screening owner. Verify: a staged failed update raises the alert before the threshold passes.

Compatibility: OFAC SDN and consolidated lists plus commercial screening platforms. Update mechanics differ per vendor; version verification inside the tool is universal.

Why it happens

List publication, vendor packaging, merchant ingestion, and screening are four separate steps owned by different systems. Any step can fail while the others look healthy, and screening itself never complains because an old list still returns results. The gap is invisible until an auditor, a bank, or a regulator asks the version question.

Edge cases / pitfalls

  • Keep a version log per screening date. Examiners ask historically, and reconstructing versions after the fact is painful.
  • A rescreen can surface a true match that already got paid. That becomes a compliance escalation and possibly a voluntary disclosure discussion, handle it through counsel and compliance, not quietly.
  • Vendor lists update on their own cadence. Know each vendor lag between OFAC publication and vendor availability, and document it.
