A 400122 means a velocity control blocked the transaction: find the control on the user, card product, or account and raise the limit or adjust the time window. Velocity controls take a lowest-first approach when a user has cards from multiple products, so check every layer. Retrying the same transaction only generates another decline.

Context: 400122 is a policy decline, not a failure. Retrying does not help.
