SNOW-735220: pd_writer example from documentation not working

## The fix
[sfc-gh-aling (collaborator)]: pd_writer had a table-name quoting limitation (e.g. ALL_UPPERCASE names failing to reflect) that the docs did not mention. The docstring was updated to note the limitation and workaround, and the official docs were fixed too. The reporter confirmed the fix.
