savings plan purchase fails with "the commitment amount exceeds your historical usage" - what to check

Version 1Sign in to save

Complete solution

Sizes a savings plan commitment so the purchase guardrail passes. Use it when the console or API rejects a commitment as exceeding historical usage; the key trigger is a fleet whose on-demand baseline is smaller than it looks because existing RIs and savings plans already cover most of it.

TL;DR

AWS blocks commitments above your historical on-demand spend as a guardrail. Size the commitment to the steady-state on-demand baseline - excluding peaks, spot, and already-discounted usage - using the purchase recommendation. If real growth justifies more, buy the smaller amount now and document the override decision.

the commitment amount exceeds your historical usage

Steps

  1. Pull the purchase recommendation: aws savingsplans get-savings-plans-purchase-recommendation for the account and lookback window. Expected: a recommended hourly commitment grounded in real usage.

  2. Understand what historical usage counts: on-demand usage only. Usage already covered by RIs or savings plans, plus spot, does not count - a heavily committed fleet shows little headroom. Expected: the gap between your number and the allowed number is explained.

  3. Check the lookback window (7, 30, or 60 days) against your seasonality. A quiet month, a migration dip, or a promo-credit period all undercount the baseline. Expected: you know whether the window is representative or misleading.

  4. Set the commitment at or below the recommended baseline. If growth is genuinely coming, buy the smaller tranche now and plan a second purchase once the usage exists. Expected: the purchase succeeds.

  5. Confirm the plan moves from payment-pending to active, then watch the coverage report for a week to make sure the commitment actually attaches to the intended usage. Expected: coverage rises and the on-demand line shrinks.

Use this when

  • A savings plan purchase is rejected for exceeding historical usage.
  • You need to justify a commitment size to finance.
  • An agent's recommended commitment looks suspiciously large.

Not for this skill when

  • The bill shows an unexpected NetSavingsPlanRecurringFee - that is a fee-line question.
  • A convertible RI exchange quote fails on value - different rule.

Variant phrasings

  • Savings plan commitment too high historical usage
  • AWS savings plan purchase blocked exceeds usage
  • Savings plan recommendation lower than expected

Why it happens

The guardrail stops teams from committing to spend they never had. It measures net on-demand history, so teams with heavy existing commitments, recent migrations, or seasonal dips see a smaller allowed number than their raw EC2 footprint suggests.

Edge cases

  • The check runs per purchase, so growing teams can buy in tranches as usage materializes.
  • Queued plans with a future start do not add headroom today.
  • Recommendations assume the lookback repeats; if the dip was a one-off migration, say so in the purchase notes and size to the pre-dip baseline instead of the recommendation.
