## TL;DR
A fixed chargeback-rate threshold breaks the moment volume grows: the rate looks fine while the absolute count climbs, or the threshold was tuned for last year's volume. Alert on rate and count together, with thresholds that scale with volume, and segment by product and region. Growth should never hide a chargeback problem, so build the alert to scale with the business.

```text
fraud agent missed chargeback rate alert after volume growth
```

## Use this when
- Chargebacks climb in absolute terms but no alert fired.
- The rate threshold has not moved since launch.
- Volume doubled and the alerting stayed the same.

## Not for this skill when
- The rate really is flat and counts are flat. Then there is no problem to alert on.
- Chargebacks are miscategorized. That is a data labeling problem.

## Steps
1. Alert on both: rate above the target percent AND count above N per day, either one firing. Verify: a volume surge with a flat rate still alerts on count in the staging replay.
2. Scale thresholds with volume: recompute them monthly from trailing volume. Verify: last quarter's thresholds would have fired on last quarter's data.
3. Segment the alert: by product, region, and payment method, not just global. Verify: a spike in one segment fires even when the global rate is calm, on historical data.
4. Track the alert's own performance: how many fired alerts were real problems. Verify: the team reviews alert precision quarterly.

## Variant phrasings
### chargeback rate threshold outdated after growth
Threshold phrasing.
### volume growth hid chargeback spike
Masking phrasing.
### missed chargeback rate alert scaling
Scaling phrasing.

Compatibility: Works with any chargeback data source. The rate-plus-count pattern needs only daily aggregates, so it backtests in an afternoon.

## Why it happens
Thresholds are set once at launch and volume is the one thing guaranteed to change. A fixed rate threshold on growing volume is a shrinking net, and segmentation never gets added because the global number looks fine and nobody segments it.

## Edge cases / pitfalls
- New products have no history. Use conservative defaults until they do.
- Seasonality moves both volume and chargebacks. Baseline per season.
- Count thresholds need currency normalization for cross-region segments.
- Alert fatigue applies here too. Precision matters more than raw coverage for this alert.
