## TL;DR
Conclusions go stale when they are drafted early, generated from an earlier findings set, or written from a template that assumes a clean result. Generate the conclusion last, from the frozen findings table, with its counts and top severities computed from that data, and run a consistency check that compares every number and claim in the prose against the table before delivery.

```text
agent wrote a report conclusion that contradicts its own findings table
```

## Use this when
- The conclusion says no critical issues, or all issues resolved, while the table lists open critical findings.
- Counts in the prose differ from the table's actual rows.

## Not for this skill when
- A human reviewer wrote a nuanced conclusion that weighs context the table cannot show, and the numbers still agree. Nuance is fine; contradictions are not.
- The report is a retest report whose conclusion correctly references the original findings for comparison, clearly labelled.

## Steps
1. Freeze the findings table first: lock the final finding set, counts by severity, and remediation states that the report will present. Verify: Verify: a single frozen data set exists and the table renders from it.
2. List every factual claim in the current conclusion: totals, severity claims, resolved or open claims, and target claims, and check each against the frozen data. Verify: Verify: each claim is marked agree or contradict, in writing.
3. Regenerate the conclusion from the frozen data with computed values injected, so numbers in prose are rendered from the same fields as the table. Verify: Verify: changing a finding in a test copy changes the conclusion numbers automatically.
4. Replace any template boilerplate that presumes an outcome, such as standard clean-result wording, with outcome-neutral scaffolding the data fills in. Verify: Verify: a findings set with criticals cannot produce clean-result wording in a test render.
5. Add a pre-delivery consistency check that extracts numbers and severity words from the prose and compares them with the table, blocking delivery on mismatch for a human to resolve. Verify: Verify: a hand-edited wrong number in a test report is caught.

## Variant phrasings
### report conclusion says no criticals table lists critical
The glaring-contradiction phrasing.
### generate summary from frozen findings data single source
The generation-order phrasing.
### report prose numbers consistency check before delivery
The gate phrasing.

Compatibility: Compatibility: any agent report generator with structured findings data; the check needs prose numbers extracted by pattern matching.

## Why it happens
Prose and tables are usually produced in separate passes, sometimes from different snapshots of the findings. The table gets updated after triage; the conclusion, drafted when the engagement felt cleaner, does not. Models also lean on boilerplate from similar reports, importing an outcome the data does not support. One frozen data source, rendered into both, removes the divergence.

## Edge cases / pitfalls
- Retest and delta reports legitimately discuss earlier findings; label historical claims with their report and date so the checker and the reader can tell.
- A conclusion may fairly say a critical is low business risk, but it may not say it does not exist; keep existence claims strictly data-bound.
- If a contradictory draft was delivered, correct it in writing promptly; clients make decisions from conclusions more than from tables.
