## TL;DR

AWS Budgets accepts thresholds as a percentage of the budgeted amount, and values over 100 percent are rejected as invalid. Clamp the agent's threshold to the 1-100 range (use exactly 100 for at-budget alerts, and absolute-amount budgets for over-budget alerting). The API validates the parameter; the agent must too.

## Error

```text
"InvalidParameterValueException" when the agent set a budget threshold over 100%
```

## Steps

1. Confirm the rejected value in the agent log: a threshold above 100. Expected: the invalid parameter value is visible.
2. Decide the intent: alert at the budget limit (use 100) or alert past it (use an absolute amount or a higher budgeted figure). Expected: the intent is explicit.
3. Clamp the agent's threshold computation to the valid range before the API call. Expected: no value over 100 reaches the API.
4. Validate the threshold client-side and log a warning when clamping changes the value. Expected: misconfigurations are visible in the log.
5. Re-run the budget update. Expected: the API accepts the threshold.

## When to use

- A budget threshold over 100 percent is rejected.
- The agent computes thresholds dynamically and overshoots.
- Alerting needs to fire past the budget limit.

## When not to use

- The threshold type itself is wrong (percent versus absolute).
- The budget limit is the problem, not the threshold.
- Notifications are not firing (a notification problem).

## Tool compatibility

AWS Budgets API (current 2026 releases). Applies to agents setting budget thresholds.

### Variant phrasings

### "threshold must be between 1 and 100"

Clamp the computed threshold to the valid range.

### budget alert for 120 percent of spend rejected

Use 100 percent, or restructure as an absolute-amount budget.

### dynamic threshold overshoots 100

Validate client-side before the API call.

## Why it happens

Percentage thresholds are defined relative to the budget: 100 percent means the full budgeted amount, and there is no defined meaning for 120 percent of a budget in the threshold parameter. Agents that compute thresholds from forecasts (e.g. forecasted spend divided by budget) can exceed 100 when the forecast overshoots. Client-side validation catches what the API will reject, with a clearer error.
