Solution skill
fraud agent mislabeled friendly fraud as card testing attack
Complete solution
Teaches fraud agents to separate friendly fraud from card testing: classifies disputes by transaction and account pattern, first party history, and attack signatures before labelling. Use when dispute clusters get tagged as attacks or vice versa. Not for real time attack blocking, where card testing must be stopped in the moment on velocity evidence alone.
TL;DR
Friendly fraud and card testing look alike only at the chargeback count. Card testing is many small authorization attempts, mostly declined, from automation, with no real customers behind it. Friendly fraud, first party misuse, is a real customer, a real delivery, and a dispute filed instead of a refund request. An agent that labels a set of delivered, account held orders as card testing will recommend blocks against your own customers. Classify on the pattern evidence: attempt to success ratio, account age and history, delivery confirmation, and dispute timing relative to delivery, and keep the two labels and their playbooks fully separate.
fraud agent mislabeled friendly fraud as card testing attackUse this when
- An agent tagged delivered orders from established accounts as a card testing attack.
- The recommended action for a dispute cluster is blocking customers or a BIN range.
- Dispute reason codes are first party patterns while the label says attack.
Not for this skill when
- A live burst of small declined attempts is underway. Block on velocity now and classify later.
- The cluster is genuine unauthorized fraud with no customer relationship. That is third party fraud, a third playbook.
Steps
- Build the classification checklist from pattern evidence: authorization attempt ratio, account existence and age, delivery status, customer contact history, and amounts pattern. Verify: the checklist separates the two patterns on paper for your last ten clusters.
- Reclassify the mislabeled cluster using the checklist and correct the case label, the customer actions, and any blocks the wrong label created. Verify: affected customers are unblocked and the case carries the corrected label with reasons.
- Encode the checklist in the agent: it must record each checklist item from source data before it may apply either label, and mixed evidence defaults to unclassified for human review. Verify: a staged friendly fraud cluster cannot receive the attack label without checklist evidence.
- Split the playbooks: card testing leads to velocity and bot controls; friendly fraud leads to evidence quality, refund path visibility, and representment with CE 3.0 where it qualifies. Verify: each label in the agent config points at its own playbook.
- Measure label accuracy monthly against analyst reviewed samples for both classes. Verify: the monthly report shows per class accuracy, not one blended number.

Compatibility: Any dispute triage agent working with Stripe, Adyen, or processor dispute data plus order and delivery systems. CE 3.0 references apply to Visa disputes through supporting processors.
Why it happens
Both patterns produce clusters of problem transactions, and cluster is where a fast classifier stops. The distinguishing evidence lives in different systems, attempts in the payment log, delivery in fulfilment, relationship in the account store, and an agent that only reads the dispute feed literally cannot see the difference. The label error then drives the worst possible response: defending against customers as if they were bots.
Edge cases / pitfalls
- A customer can be a victim and a friendly fraudster on different orders. Classify per transaction pattern, not per customer character.
- Card testing can precede real fraud on the surviving cards. A testing label on attempts and a fraud watch on the successes can both be right.
- Friendly fraud rates rise after refund friction increases. If the label mix shifts, check your refund flow before retraining the agent.
