## TL;DR
Treat the 401 as a credential state problem until proven otherwise, and check state rather than reissuing blindly. Confirm the integration or API service account is still active, that its assigned scopes cover the governance export endpoints, and that the export tool points at the right tenant with the right authorization scheme for its client type. Reissue only the credential that is actually expired or revoked, then rerun the smallest export that proves access.

```text
Okta API token authentication failed with 401 error during access review export
```

## Use this when
- An automated access review export fails with an unauthorized response.
- Exports worked last cycle and nothing in the export code changed.
- Several Okta API jobs from the same integration fail at the same time.

## Not for this skill when
- A reviewer cannot sign in to the console. That is a user authentication flow, not an API credential.
- Calls succeed but return no campaign data. That is a scoping or filter problem after authentication.

## Steps
1. Record the failing endpoint, the time, the integration name used by the export and the tenant it targets, taken from the job configuration rather than memory. Verify: the ticket names the exact integration, endpoint and tenant.
2. In the Okta admin console open the API integrations or service app view and check the status of that credential, its creation date and whether an admin recently rotated or deactivated it. Verify: the credential state is recorded as active, expired, rotated or deactivated.
3. Review the OAuth scopes or admin roles granted to the integration and compare them with the scopes the governance export endpoints require. Verify: any missing scope or role is listed explicitly.
4. Send a single read-only API call that lists campaigns or users using the same integration and capture the response status and error code field. Verify: the test call result is recorded and separates authentication failure from export failure.
5. If the credential was rotated or expired, issue a replacement through the console, store it in the team vault entry the job reads, and restart the job so it picks up the new value without printing it anywhere. Verify: the job starts and its first API call returns a success status.
6. Re-run the export for a narrow date range or one campaign, confirm rows come back, then run the full export and file it with the review evidence. Verify: the full export completes and its row count matches the campaign item count.
7. Set a calendar reminder ahead of the next known rotation or expiry and note the owning team, so the next cycle does not rediscover this at export time. Verify: the reminder exists with an owner and a date before the next export.

## Why it happens
Okta API credentials fail in a handful of repeatable ways: rotation by another admin, deactivation during cleanup, scope drift after an Okta release, or a job quietly pointed at a different tenant after an environment change. All of them return the same 401, so guessing wastes a cycle. Checking the credential state, the granted scopes and one minimal read call in that order isolates which of the four happened, and the fix then touches only that layer.

## Variants and edge cases

### Okta export job unauthorized after rotation
The change-linked phrasing. If a rotation happened, update the vault entry the job reads and restart the job; many jobs cache credentials at startup.

### E0000022 or invalid session on governance export
Error code phrasing from the response body. Record the code; it separates a bad credential from a session based call used by the wrong client type.

### API integration works in test tenant but not production
Tenant phrasing. Credentials are per tenant, so a value that works in preview proves nothing about production.

Edge cases to check before closing the review cycle:
- Private key based OAuth clients fail differently from SSWS based clients. Identify the client type before following any single guide.
- Clock skew on the job host can invalidate signed requests. Check host time when a fresh credential still fails.
- Never paste a credential value into a ticket or log while debugging. Record only its identifier and state.

Compatibility: Okta APIs and Identity Governance exports, OAuth service apps and SSWS integrations, Okta system log for authentication events.
