## TL;DR
The user holds service plans that conflict, usually from licenses assigned at different times by different groups. List the user's licenses, find the overlapping pair from the error, disable the conflicting plan on one license, and retry.

```text
"assign license failed" user has conflicting service plans
```

## Use this when
- Assigning a license fails citing conflicting service plans.
- The user already holds licenses from group assignments.
- The conflict appeared after a new group license was added.

## Not for this skill when
- The org is out of seats. That is a count violation.
- A prerequisite is missing. That is a dependency error.
- The user has no licenses yet. Then the conflict is inside the new assignment itself.

## Steps
1. List the user's current licenses and their service plans. Verify: you see the full set, including group-assigned ones.
2. Identify the conflicting pair named in the error. Verify: you can point at the two plans.
3. Disable the conflicting plan on one license through license options, keeping the plan the user actually needs. Verify: no needed service is dropped.
4. Retry the assignment. Verify: it succeeds.
5. Confirm the user's effective plans. Verify: expected services are active.

## Variant phrasings
### conflicting service plans Entra
The cause-first phrasing.
### license conflict user
The short search.
### assign license 400
The status-first phrasing.

Compatibility: Microsoft Entra ID license assignment, direct and group-based.

## Why it happens
Licenses accumulate on users from multiple groups over time. Two of them eventually contain the same service plan, and Entra refuses to double-provision it. The error is the same family as MutuallyExclusive, phrased the way admins search it.

## Edge cases / pitfalls
- The conflicting license comes from a group the admin did not assign directly; find it via the user's license sources.
- Disabling a plan on a group license affects every member, not just this user.
- The conflict reappearing when group membership changes.
- The user's needed plan living on the license you are about to drop.
