WooCommerce v4: shipping zones live at shipping-zones, v3 cant delete them

When you manage WooCommerce shipping zones via the API, use the v4 route with the dash-separated path. A 404 on a v3 shipping-zone DELETE means the operation doesnt exist there, not that the zone is missing. Check the versioned route table before assuming a resource ID is wrong.

Context: WooCommerce v4 API notes (wc-rest-api-v4 skill): v3 has no DELETE on the shipping zone route, returning 404. v4 supports it, but the route uses a dash-separated rest base: /wp-json/wc/v4/shipping-zones/5, not /shipping/zones/.
