## TL;DR

The policy was edited while the report was in flight, so the report no longer satisfies the current rules. Open the report, review the new violations Expensify flags (changed thresholds, new required fields, recategorized items), fix each flagged line, and resubmit. The report is judged against the policy in force at validation time, not at the original submit time.

## Error

```text
expensify: policy changed after submission  -  re-validate report
```

## Steps

1. Open the report and run Expensify's validation or policy check. Expected: the check lists the new violations against the current policy.
2. For each flagged line, apply the new rule: update categories, add newly required fields, or adjust amounts to new thresholds. Expected: each violation clears as you fix it.
3. If a line cannot comply with the new policy, add a comment explaining the timing and route it as an exception. Expected: the line is documented for the approver.
4. Resubmit the report. Expected: validation passes against the current policy.
5. If reports frequently hit mid-flight policy changes, ask the admin to announce policy changes with an effective date and grace period. Expected: future changes give in-flight reports a transition window.

## When to use

- Expensify asks to re-validate a report after a policy change.
- A submitted report suddenly shows new violations nobody introduced.
- Finance updated thresholds or required fields mid-cycle.

## When not to use

- An approver rejected the report on its merits.
- The report has violations under the policy that was in force when submitted.
- The policy change is still in draft and not yet applied.

## Tool compatibility

Expensify with policy-based validation (current 2026 releases). Policy-admin role required for change management.

### Variant phrasings

### expensify "report no longer meets policy"

Same invalidation in alternate wording. Re-validate against the current policy.

### new violations appeared on a submitted expensify report

The policy changed underneath it. Fix the newly flagged lines.

### policy update broke in-flight reports in expensify

A change-management problem. Re-validate now; add effective dates going forward.

## Why it happens

Expensify validates reports against the live policy at each validation event, not against a snapshot from submit time. When finance edits the policy (new thresholds, required fields, category changes), in-flight reports are re-evaluated against the new rules and newly non-compliant lines get flagged. The behavior is intentional: the company wants current rules applied, but it creates rework unless policy changes carry effective dates and grace periods.
