## TL;DR
Replace the dead subscriber addresses with a monitored distribution list and confirm every SNS email subscription, then send a test alert. Budget emails bounce silently from the agent's point of view: AWS notifies the budget owner of the bounce, but the automation waiting on the alert just sees nothing. A confirmed distribution list is the durable fix.

## The error
```text
Budget notification email bounced
```

## Fix it
1. Open the budget, go to its alert subscriptions, and verify each address is still a real, monitored mailbox.
   Expected: you find the stale, deleted, or typo'd address.
2. If the budget notifies through SNS, open the topic and check each email subscription's status.
   Expected: the dead endpoint shows unconfirmed, disabled, or pending; healthy ones show confirmed.
3. Replace dead addresses with a monitored team distribution list address, and have each new subscriber confirm the SNS confirmation message.
   Expected: all subscriptions show confirmed.
4. Prove delivery: temporarily set a test budget threshold low enough to fire, or use the SNS publish test.
   Expected: the test alert arrives in the distribution list inbox.

## Use this when
- A budget fired but nobody on the team saw the email
- An agent gates cost actions on budget alerts that never arrive
- Budget subscriber lists have not been audited since the team changed

## Not for this skill when
- The budget never fires at all (check the threshold and alert configuration first)
- Emails arrive but go to spam (that is a mail-filter problem; allowlist the sender)
- You want alerts somewhere more reliable than email (move to SNS to chat or paging; this skill fixes email delivery)

## Variant phrasings
- AWS budget alert email not received
- budget notification bounced address
- SNS budget subscription pending confirmation
- nobody got the AWS budget alert

## Why it happens
AWS Budgets sends from a fixed sender to exactly the addresses listed, with no fallback. People leave, mailboxes get deprovisioned, and corporate filters quietly eat automated mail. The bounce notice goes to the budget owner, not to the automation that was waiting on the alert, so the failure looks like "the budget never fired" instead of "the email bounced."

## Edge cases
- SNS email subscriptions require a confirmation click; re-adding an address without confirming changes nothing
- Distribution lists must accept mail from external automated senders; some are members-only by default
- One confirmed address is a single point of failure; use a list plus a second channel like chat for critical budgets
- Budget alerts evaluate on their own schedule; a test threshold fires on the next evaluation, not instantly
