## TL;DR
SES throttles you when your per-second send rate crosses the account limit. Stop the flood, read the quota from the console, add exponential backoff with jitter to the sender, and request a higher sending limit through Service Quotas if the volume is legitimate.

```text
aws ses 454 throttling maximum sending rate exceeded
```

## Use this when
- SendEmail or bulk send calls return a 454 throttling error.
- Send rate in the SES console is pegged at 100 percent of quota.
- A burst job started and the failure rate tracks the burst size.

## Not for this skill when
- Account paused for bounces or complaints, that is a reputation problem not throttling.
- SMTP 550 bounces from recipient servers.
- Credential or region problems, which return auth errors instead.

## Steps
1. Confirm it is throttling: check SendStatistics for MaxSendRate reached and the exact 454 message. Verify: the failure code matches the 454 throttling message, not a bounce.
2. Stop the flood immediately: pause the sender job and drain the queue. Verify: outbound volume drops to zero in the SES CloudWatch metrics.
3. Add exponential backoff with jitter around every send call (base 1s, cap 60s, up to 5 retries). Verify: a dry-run batch shows retries spaced out, not hammered.
4. Check your quota in the console under sending statistics and compare with steady-state volume. Verify: you know the numeric gap between limit and demand.
5. If legitimate demand exceeds quota, request a limit increase in Service Quotas for the region. Verify: the case shows approved and the new MaxSendRate appears in the console.

## Variant phrasings
### ses throttling maximum sending rate exceeded
Same error, common phrasing without the code.
### aws ses 454 error sending email
Searcher phrasing focused on the code.
### ses max send rate exceeded how to increase
The quota-increase search.

Compatibility: AWS SES (SMTP interface and SDK), all regions; send quotas are per-region and per-account.

## Why it happens
SES enforces a per-second send rate and a daily sending quota per region. New accounts start low; a bulk job or an agent loop that sends faster than the limit trips the 454. Retrying immediately makes it worse because every retry counts against the same limit.

## Edge cases / pitfalls
- The limit is per-region; a raise in us-east-1 does nothing for eu-west-1.
- Bulk templated sends consume quota faster than single sends, plan for that.
- Sandbox mode has a separate tiny limit; leaving sandbox needs its own request.
- Jitter matters more than backoff alone: synchronized retries all land in the same second.
