Immutable solution version

Zoom deprovision failed" user owns cloud recordings

Version 1

Complete solution

Fixes Zoom deprovisioning blocked because the user owns cloud recordings. Use when deprovision fails citing owned recordings. Not for account-owner blocks.

TL;DR

Transfer or delete the user's cloud recordings first, then deprovision. Zoom will not delete a user who still owns recordings.

Error

Zoom deprovision failed: user owns cloud recordings

Steps

  1. List the user's cloud recordings in the Zoom admin portal. Expected: the blocking recordings identified.
  2. Transfer the recordings to the manager or a service account, or delete them per your retention policy. Expected: the user owns nothing.
  3. Retry the deprovision. Expected: it succeeds and the license is freed.
  4. Confirm the license count dropped. Expected: the seat reclaimed.

When to use

  • Zoom deprovision fails on owned cloud recordings
  • Offboarded users retain Zoom licenses
  • The error names recordings as the blocker

When not to use

  • The user is the account owner (transfer ownership first)
  • The block is a different Zoom requirement (read the error)
  • You want to keep the recordings indefinitely (transfer, do not delete)

Tool compatibility

Zoom admin portal and Zoom API user deletion.

Variant phrasings

recordings needed for compliance

Transfer to a retention account rather than deleting.

deprovision via SCIM fails the same way

SCIM hits the same prerequisite. Clear the recordings first regardless of the path.

Why it happens

Zoom treats recordings as user-owned data with retention implications. Deleting the owner would orphan the data, so the API requires explicit transfer or deletion first.
