[Marqeta docs]: card states are UNACTIVATED (issued but not activated), ACTIVE, SUSPENDED, TERMINATED. If transactions return 400130 card not active, the card never transitioned out of UNACTIVATED: create a card transition to active. Cards draw funds from the user's General Purpose Account, so a second check is GPA funding: no funded account means declines even on an active card.
