Update the CircleCI CLI to the latest version; the Not Found error on local execute was fixed there. If it persists, run circleci diagnostic and confirm the config file and API host are correct, since local execute still needs a valid token and endpoint to fetch job definitions. On Apple Silicon, make sure you are on a CLI build that supports it.

Context: GitHub issue CircleCI-Public/circleci-cli#888 (closed): circleci local execute fails with Error: Not Found on macOS. A maintainer closed it as resolved in the latest CLI version.
