Solution skill
Ramp: transaction declined: policy restriction" error
Complete solution
Resolves Ramp card declines caused by spend-policy restrictions by identifying the blocked control and getting an exception or policy change. Use when a Ramp card is declined citing a policy restriction. Not for insufficient-funds or fraud declines.
TL;DR
The card is fine; a Ramp spend policy blocked the purchase (merchant category, amount cap, or geography). Check the decline reason in Ramp, and either adjust the purchase to fit policy or have a Ramp admin grant a one-time exception or update the policy.
Error
Ramp: transaction declined: policy restrictionSteps
- In Ramp, open the declined transaction to read the specific restriction (blocked merchant category, over the per-transaction cap, restricted country). Expected: the exact control that fired is named.
- Check whether the purchase can fit policy: a different vendor in an allowed category, or splitting is NOT allowed to evade limits, so look for a genuinely compliant alternative. Expected: you know whether compliance is possible.
- If the purchase is legitimate but outside policy, ask your Ramp admin for a one-time exception or a temporary limit increase. Expected: the admin adjusts the card controls.
- Retry the purchase after the admin confirms the change. Expected: the transaction approves.
- If this category is routinely needed, have the admin update the standing policy. Expected: future purchases in the category go through.
When to use
- A Ramp card declines with a policy-restriction reason.
- The cardholder has funds and the card is active.
When not to use
- The decline cites insufficient funds or suspected fraud (different causes).
- You are considering splitting a purchase to dodge a limit (policy evasion; do not do it).
Tool compatibility
- Ramp corporate cards; spend policies managed by Ramp admins.
Variant phrasings
Card declined by spend policy
Same decline, alternate wording.
Transaction blocked: outside policy controls
The admin-view phrasing of the same event.
Why it happens
Ramp evaluates every authorization against the card's policy controls in real time. Merchant-category blocks, amount caps, and geographic restrictions decline the transaction before money moves.
