netlify-cli deploys hang at "waiting for deploy to go live" on versions newer than 2.21

Deploys on netlify-cli versions newer than 2.21 were getting stuck at waiting for deploy to go live and never finishing. Rolling back to 2.21.0 made deploys succeed again, and multiple people on the thread confirmed the rollback worked. A maintainer identified the problem and pointed at the fixing PR. The thread is from February 2020.

Versions after 2.21 had a bug that left deploys hanging at the waiting for deploy to go live step. The immediate workaround was to roll back to netlify-cli 2.21.0, which several users confirmed fixed their deploys. The real fix went out via PR #726, so the long term answer is to upgrade past that release. If your deploys hang on a version newer than 2.21, youre hitting this bug.
