Renovate 23.11.0 and later failed during init on Azure DevOps with fatal: could not read Username for 'https://dev.azure.com': terminal prompts disabled. A git command change broke how credentials were passed to git ls-remote.

Fixed in Renovate 23.16.3. The git invocation was corrected to pass the auth header properly. If you are pinned between 23.11.0 and 23.16.2 on Azure DevOps, upgrade. Two reporters confirmed it works.
