Unable to configure the API

The verified fix

Plugin/API configuration failures traced to the plugin-daemon: member laipz8200 advised upgrading and reinstalling the plugin, and raising PLUGINMAXEXECUTIONTIMEOUT (default 600) for slow networks. Contributor Yeuoly gave the network fix: add PIPMIRROR_URL [https://pypi.tuna.tsinghua.edu.cn/simple] to .env and restart services (plugin installs failing on unreachable PyPI). Provide docker logs from dify-api and plugin-daemon if problems persist.
