Solution skill
Microsoft 365 license assignment failed: license not available error for new user
Complete solution
Fixes Microsoft 365 license assignment failing with license not available by checking pool counts and assignment paths. Use when a new user cannot receive a required license. Not for license purchase billing disputes.

Instructions
TL;DR
Check the real pool, including licenses held by disabled and departed accounts, before concluding licenses ran out. Reclaim unused assignments, confirm the SKU the automation requests matches a purchased SKU with available units, handle group-based licensing errors separately, and assign the hire directly as a stopgap so day one is not blocked while the pool is fixed.
Microsoft 365 license assignment failed: license not available error for new userUse this when
- The provisioning step reports no available license for the SKU the hire role requires.
- The tenant recently hired heavily or many leavers still hold licenses.
- Group-based licensing shows errors for the same users in the Entra portal.
Not for this skill when
- The tenant owns no license for the product at all. That is a purchasing decision, not a provisioning fix.
- The user needs a feature inside an owned license that is toggled off. Adjust service plans instead.
Steps
- Open Microsoft 365 admin center, Billing, Licenses, and open the exact SKU from the error to read total, assigned, and available units, then compare with the SKU name the automation requests, watching for near matches such as different suite editions. Verify: purchased, assigned, and available counts are recorded for the requested SKU
- Audit who holds that SKU: sort license holders by last sign-in and account state, and list licenses held by disabled, blocked, or deleted-pending accounts and by shared or service accounts that may not need them. Verify: a reclaim candidate list exists with owners to confirm
- Reclaim confirmed unused licenses by removing the assignment from departed or dormant accounts through the admin center or the group membership that grants them, waiting for the available count to update before retrying the hire. Verify: the available count rises by the reclaimed amount
- If group-based licensing is in use, open Entra ID, the group licensing page, and its error list for this user, because group assignment fails silently into an error state for reasons such as conflicting plans or missing prerequisites that direct assignment would reveal. Fix the named group error or exclude the hire from the conflicting group. Verify: the group licensing error for the user is cleared or understood
- Assign the hire license directly in the admin center as the stopgap, selecting the required service plans for the role, and confirm Exchange, Teams, and other needed services provision over the following minutes. Verify: the hire shows the license assigned and mail service provisioning starts
- Fix the automation pool logic to check available units before assignment and alert when available units for role SKUs drop below the hiring forecast, and schedule a monthly license reclamation review. Verify: the alert threshold is set and the review is calendared
Why it happens
The not available message fires whenever the assignment path finds zero assignable units for that SKU at that moment, which includes units stranded on departed accounts, units consumed by group errors that hold a pending state, and SKU mismatches where automation requests an edition the tenant never bought. Tenants rarely track available units until a hire fails, so the pool silently empties. Auditing holders, reclaiming drift, and aligning the requested SKU with purchasing restores assignment and keeps headroom visible before the next start date.
Variants and edge cases
Conflicting service plans block assignment
Some plan combinations cannot coexist on one user. Remove the conflicting plan assignment first, then assign the suite the role needs.
License available but assignment still fails
Check usage location on the user record, because a blank usage location blocks assignment for many SKUs. Set it from the HR location value.
Add-on licenses behave differently
Add-ons depend on a base license already being present. Assign the base first, confirm it lands, then assign the add-on in a separate step.
Compatibility: Applies to Microsoft 365 commercial plans with direct and group-based licensing through Entra ID. Requires a license administrator or global administrator role.
