Solution skill
InsufficientInstanceCapacity" after moving workloads to the cheaper AZ
Complete solution
Fixes InsufficientInstanceCapacity errors after moving workloads to a cheaper AZ. Use it when launches fail in the new AZ while the old AZ still has room. Key trigger: each AZ has its own capacity pool, and cheaper AZs run out first.
TL;DR
Treat it as a capacity problem, not a quota problem: retry later, try a similar instance family with room, or move back. Availability zones have independent capacity pools, and the cheaper zone attracts the most demand, so it empties first. Your account limits are fine; that specific zone is just full right now.
The error
InsufficientInstanceCapacityFix it
Prove it is AZ capacity, not your quota: try launching the same instance type in the original AZ. Expected: it launches fine there, confirming the new AZ is the constraint.
Rule out account limits: check the EC2 vCPU quota for the region (a quota hit would say VcpuLimitExceeded instead). Expected: quota headroom confirmed; the error is purely capacity.
Pick a path: wait and retry with backoff, switch to a nearby instance family that has capacity in the cheap AZ, or revert the move and keep the workload where it launches. Expected: a deliberate choice instead of a stuck deploy.
Launch again. Expected: the instance runs; monitor the AZ over the next days because cheap-zone capacity fluctuates.
Use this when
- A cost-driven AZ move starts failing launches with InsufficientInstanceCapacity
- GPU or specialized instance types fail in one AZ but work in another
- An agent's "cheapest AZ" logic keeps picking a zone that cannot fulfill
Not for this skill when
- The error is VcpuLimitExceeded (that is an account quota; request a limit increase)
- Launches fail in every AZ (that is a regional shortage or an account-level block)
- Spot requests fail with capacity errors (spot has its own capacity pools and interruption behavior)
Variant phrasings
- EC2 insufficient capacity in availability zone
- cheaper AZ has no capacity
- InsufficientInstanceCapacity vs VcpuLimitExceeded
- move back from cheap AZ no capacity
Why it happens
Each availability zone is a separate physical capacity pool. Cost optimizers steer workloads toward the cheapest zone, and everyone else's optimizers do the same, so the cheap zone's pool drains first, especially for popular or specialized instance types. The error is AZ-scoped, which is why the same request succeeds one zone over.
Edge cases
- Capacity reservations guarantee room but cost money whether you use them or not; reserve only for steady workloads
- Retrying in a tight loop does not create capacity; back off and try a different family
- Newer instance families often have deeper capacity in a zone than older ones
- If the workload cannot move AZs freely (data gravity, latency), price the constraint into the savings math instead of fighting it
