Solution skill

service plan cannot be assigned" Microsoft 365 license

Version 1

Complete solution

Fixes Microsoft 365 service-plan assignment failures by identifying the missing prerequisite plan and assigning it first. Use when a service plan cannot be assigned. Not for mutually-exclusive conflicts or seat-count violations.

TL;DR

The service plan needs a prerequisite, usually a base plan like Exchange or SharePoint, that the user does not have. Assign the prerequisite license first, then retry the plan.

"service plan cannot be assigned" Microsoft 365 license

Use this when

  • Assigning a specific service plan fails while the base license succeeds.
  • The plan is an add-on like Teams Phone, Project, or Visio.
  • The error names the plan that cannot be assigned.

Not for this skill when

  • Two plans conflict. That is the MutuallyExclusive error.
  • There are no seats left. That is a count violation.
  • The tenant itself lacks the plan. That is a purchasing problem.

Steps

  1. Read the error for the exact service plan name. Verify: you know which plan is blocked.
  2. Look up the plan's prerequisites in the Microsoft 365 admin center. Verify: you have the dependency list.
  3. Assign the prerequisite SKU to the user. Verify: the base plan shows as active.
  4. Retry the service plan assignment. Verify: it succeeds.
  5. Confirm the service itself activates for the user. Verify: the feature works, not just the license record.

Variant phrasings

M365 service plan assignment error

The product-first phrasing.

prerequisite license missing

The cause-first search.

"service plan" failed

The short phrasing.

Compatibility: Microsoft 365 license and service-plan assignment, direct and group-based.

Why it happens

Add-on plans depend on base plans, and Entra enforces the dependency chain at assignment time. The error is the dependency check doing its job, not a bug.

Edge cases / pitfalls

  • The prerequisite assigned via a different group that has not synced yet; wait for reconciliation or trigger it.
  • The plan disabled at the tenant level, which reads like a per-user failure.
  • Trial SKUs satisfying the prerequisite temporarily, then expiring and breaking the add-on.
  • The prerequisite present but its own service plan disabled in license options.
