Solution skill

velocity rule blocked repeat buyers: how to fix false positive

Version 1

Complete solution

Fixes a Stripe Radar velocity rule that blocks repeat buyers by retuning thresholds, widening the window, counting on customer id or card fingerprint, and ordering a repeat-buyer allowlist above the block rule. Use when loyal customers hit review or decline on follow-up orders. Not for issuer declines or blocks from non-velocity rules.

TL;DR

Your velocity rule is counting too aggressively. Raise the threshold, keep the window realistic, and count by customer id or card fingerprint instead of IP or email. Then add an allowlist rule for customers with a clean paid order and place it above the block rule.

Use this when

  • Repeat customers land in review or get declined on their second or third order.
  • The Radar log shows a velocity rule with a short window, like three orders in 24 hours.
  • The same customer passes when you manually allow the payment.

Not for this skill when

  • The issuer declined the card. That decision never reaches your rules.
  • A first-time order is blocked. A different rule is firing.
  • Fraud losses are rising and the answer is stricter rules, not looser ones.

Steps

  1. Open the Radar rule log on one blocked payment and name the firing rule, its threshold, and its window. Verify: you can point to the exact rule that matched.
  2. Raise the threshold first. Move three orders in 24 hours to five and watch for 48 hours. Verify: false positives fall while genuine fraud blocks stay flat.
  3. Change the counter attribute from IP or email to customer id or card fingerprint. Verify: two shoppers on one household IP no longer share a counter.
  4. Add an allowlist rule for customers with a prior paid, non-disputed order, and put it above the block rule. Verify: a repeat buyer passes on the next order without manual review.
  5. Exclude failed attempts and refunds from the count so a soft-decline retry does not stack up. Verify: a customer who retries once counts as one order, not two.

Variant phrasings

velocity rule false positive on returning customer

Same tuning path, common phrasing.

radar velocity rule blocking good orders

Broader symptom search.

repeat purchase flagged as velocity abuse

Merchant-side wording of the same problem.

Compatibility: Stripe Radar. Velocity rules count per attribute inside a rolling window, so the attribute you count on decides who shares a counter.

Why it happens

Velocity rules are blunt. They count events in a window and know nothing about loyalty, so three legitimate weekend orders look exactly like card testing to a naive counter. IP and email counters are shared across households and offices, which multiplies the noise far beyond real abuse.

Edge cases / pitfalls

  • Loosening the rule globally helps fraudsters too. Scope the allowlist to customers with settled, non-disputed history.
  • Card testers also retry, so keep a tighter velocity rule for first-time customers.
  • Rule order is load-bearing. An allowlist sitting below the block rule never gets evaluated.
  • Test mode has its own rule set. Confirm the live rule changed.
